The First Captain of the Navy, loan officer from the Royal Navy. He was first appointed as Naval advisor to the Government of Ceylon and made acting Commanding Officer of Ceylon Royal Naval Volunteer Reserve when Cdr GRM de Mel went to U.K. on training. With the passing of the Navy Act, he was appointed as Captain of the Navy. He served only 1 year in Ceylon.
